Should I float or raise given he can cb some highcard hands ?

I think it is always best to put more reads/dynamics on the HH. Also, remove the results to give a more unbiased reply from Jesse.

Generally speaking with an almost no equity float I would much prefer raising if I was going to continue on the flop. It is a simpler solution, and though he will play back a fair bit given how wet the board is, we can still get him to fold a ton of stuff.
I would probably raise the flop small, which will be good enough to fold out the range which we are trying to, which is air. 2.5x should do the trick. If you think that sizing will make him peel super duper wide, then firing a second barrel would be good here.
The deciding factor for whether to float or raise here is his turn double barrel frequency. If you think he is going to barrel tons of turns, youre gonna be in a shitty spot really often and raising flop is much better with pure bluffs. I would probably just float all my draws and jam the turn very often vs that type of guy, but rarely float pure air.
If he is the type to bet flop and give up turn a lot, then floating is absolutely fine and good. I think if you are going to fire this turn though, a river jam is probably in order. True, youre not repping much, but he's almost never nutted, and hes probably not going to have the stones to call you down with less than an overpair here for 2 streets, which is the majority of his range.
